The two boards
We measure two things on the same query set and keep them separate on purpose.
Organic visibility is a position-weighted share of the top ten, indexed to the leader in each state. It answers: who owns the results page.
Citation share counts the sources credited beneath a Google AI Overview. It answers: whose pages did Google build the answer from.
For car insurance in September 2026, those two measurements disagree in every single US state.
Where Allstate actually sits
Allstate is not absent from the citation board. It is cited 202 times across our US auto captures, which puts it in the top ten. It is simply never first.
GEICO is cited 355 times. Progressive 336. Liberty Mutual 266.
The gap is not enormous. What is notable is its consistency: 50 out of 50 is not a market-by-market accident, it is a structural difference in how the two layers select.
The bigger surprise
Neither of those brands is the most-cited source in US car insurance answers.

A publisher is first. An aggregator is second. YouTube is fourth, ahead of every insurer except two.
Across all 5,732 US car insurance citations we recorded: carriers 35.5%, comparison sites 29.8%, publishers 18.0%, forums and video 7.8%, agencies 4.1%.
Insurers are a third of what the answer layer quotes about insurance.
Liberty Mutual’s strange position
One brand behaves unlike the others. Across 50 US auto boards, Liberty Mutual is cited as a source in 14.0% of answers on average and named in the answer text in 0.0%.
It is being read and never recommended.
USAA is the inverse: named in 10.1% of answers, cited as a source in 0.0%. The AI talks about USAA constantly and never uses its pages as evidence.
Both are real positions. Neither shows up in a rank tracker.
What this means for a carrier marketing team
If your reporting is organic rank, you cannot see any of this. Allstate’s dashboard for car insurance looks excellent and has looked excellent all year.
Three questions worth asking about your own brand:
- How often are we cited as a source, and is that number moving?
- How often are we named in the answer text, and is that the same set of queries?
- When neither happens, who is being cited instead, and what do those pages do that ours do not?
